Der Bund zahlt 6 Euro je Aktie. Die Aktienzahl entspricht einer Sperrminorität für den Bund von 25 Prozent plus einer Aktie. Der größere Teil der Kapitalzufuhr erfolgt durch eine stille Einlage von 8,2 Milliarden Euro. Stille Einlagen sind eine Mischung aus Fremd- und Eigenkapital, werden aber von den Aufsichtsbehörden und Rating-Agenturen als Eigenkapital gewertet. Sie stehen dauerhaft zur Verfügung, und werden im Fall der Commerzbank mit 9 Prozent verzinst.
